Essential Functions and Primary Duties

  • Preparation of sales, accounting, and cost of production data for submission to various governing authorities in connection with anti-dumping and countervailing duty proceedings.
  • Preparation of ad hoc analysis based on a variety of data sources including sales transactions, accounting ledgers, costs of production, trade statistics, and other economic data.
  • Calculation of estimated duty rates under a variety of possible scenarios based on knowledge of anti-dumping and countervailing duty laws, regulations, and practices as well as fact patterns of the relevant matter.
  • Analysis of government authority disclosures, including SAS programs, for accuracy and consistency with normal practice and in-house duty estimates.
  • Obtain knowledge and understanding of anti-dumping and countervailing duty laws and regulations and current U.S. government authority practices to inform work done with respect to other primary responsibilities.

Preferred Qualifications

  • Demonstratable proficiency in developing programs in Base SAS (or a similar learning programming language), using Data Step processing, PROC SQL, and user defined Macros and Macro variables without the use of Enterprise Guide to generate programming code.
  • Ability to use SAS skills to 1) convert non-SAS data into SAS files, 2) explore and discover what a data set represents and how it relates to other data received, 3) identify patterns, outliers, or anomalies, 4) determine whether certain items need clarification or correction, 5) calculate a variety of summary statistics and other values based on formulae, 6) combine information from a variety of sources by merging and stacking data sets, 7) clean or modify data as instructed, 8) incorporate appropriate output to use for checking results of programming outcome, 9) generate meaningful reports, and 10) export data to other file formats, i.e., PDF or Microsoft Excel.
  • Proficiency in Excel including using functions, writing formulae, generating pivot tables and graphs and formatting reports.  

Minimum Qualifications

  • Bachelor’s degree preferably in Math, Statistics, Accounting, Economics, or Busiess
  • 3 years of experience in performing data analysis using SAS, preferably in trade remedies litigation support
  • Must possess analytical skills
  • Proficient use of applicable technology
  • Demonstrated ability to communicate verbally and in writing
  • Must be able to travel, both domestic or international, based on client and business needs
